Reverend Kim leads the ministry and serves as clergy at the Los Angeles County Jail. With his wife he visits Korean inmates in California's state prisons, federal prisons, and prisons in seven other states. Since 1996 they have driven the same roads, again and again.

Those visits become relationships: letters and phone calls, families supported, and friendships that continue after release and after deportation. Cameras aren't allowed inside, so this work is remembered in names and letters rather than faces.

About Us

Why City of Refuge?

C.O.R. In the Old Testament, God told Israel to set apart six cities where a person who had taken a life could run for safety, be heard, and find a way to live again (Numbers 35; Joshua 20).

The New Testament calls Christ our refuge: “we who have fled to him for refuge” (Hebrews 6:18). We believe no one is beyond that refuge, including the men and women our society has locked away and often forgotten.

Korea ministry

About 80% of those we serve are deported to Korea after their sentence. With Korean mission partners we arrange shelter and housing for those with no one there, and we guide families through the prison-transfer program.

It continues through the giving of a few churches and individuals who heard of it by word of mouth. Your gift helps Korean inmates become God's people.

What should I do if I'm arrested?

Do not run and do not resist. It is best not to make statements before you meet a lawyer; be careful even with casual remarks or excuses. Consult a lawyer before speaking about anything. After an arrest you may use a court-appointed public defender (free) or hire a private attorney.

What happens after the sentence is served?

Only U.S. citizens are released inside the United States. Permanent residents and visa holders are, in most cases (more than 80%), deported to Korea after serving their sentence. We counsel each person according to their status and help with resettlement in Korea after deportation.

Can you visit my family member?

Can I come along on a visit?

Each facility has its own clearance process, which takes time. Reach out and we'll explain how to begin and where volunteers are most needed.
